Select the child object first, then Shift + select the parent. Press Ctrl + P > Object (Keep Transform). The parent now controls the child's transform. To move the parent without affecting the child, go to Options > Affect only > Parents. To unparent the child from its parent, select it then Alt + P > Clear and Keep Transformation.
